OpenParlData at Hack Apertus: Two challenges on Swiss parliamentary data

OpenParlData.ch brings the data of 90 Swiss parliaments together in one place. At “Hack Apertus”, Glue AG and opendata.ch are setting two challenges that use the open Swiss language model Apertus.

Structuring documents from parliamentary business

Swiss parliaments publish their business and the related documents in different structures and formats. Much of this information is only available in PDFs. The challenge: can we use Apertus to extract this information reliably and structure it in a uniform format tailored to parliamentary business?

On 2 October (14:30 – 15:15, online, in English), Christian Gutknecht (Solutions Engineer at OpenParlData, Glue AG) presents the challenge and the dataset in an info session.

Automatically assigning topics to parliamentary business

“Today, the data can mainly be searched by full text,” explains Christian Gutknecht. “Anyone who wants to know which parliamentary business deals with a particular topic has to search for keywords in several languages and sort the results themselves. We want to find out how Apertus can automatically assign topics to parliamentary business and classify it.”

In Liebefeld, the teams develop an open service for topic modelling and the classification of parliamentary business. The solution should be transferable to the OpenParlData data, enabling thematic access to the business of parliaments across Switzerland. A concrete use case is the automatic detection of business on the topic of digitalisation for Digital Public Services Switzerland (DPSS).

Glue and OpenParlData

Over the past ten years, Glue has developed POLITmonitor, a monitoring tool for political business at federal, cantonal and municipal level. Building on this, we are working with opendata.ch on OpenParlData, an open infrastructure for Swiss parliamentary data.
